If the actual bit-rate continues to exceed the target bit-rate that you have selected, you should specify a higher target bit-rate, or try selecting a lower bandwidth audio codec.
This encoding resulted in an actual bitrate which exceeded the target bit-rate that you have selected. Try re-encoding this clip at a lower frame-rate, or with the "Optimized Frame Rate" option selected in the Advanced Settings dialog.
